Using Gambling to Entice the Poor to Save

piggybank A novel idea is spreading across the country called prize-linked savings. It encourages people to save money via deposits in a financial institution by giving them a chance to win prizes. The problem: this is technically gambling in most states and not allowed at banks by federal law. So some states are passing laws to allow these types of promotional accounts.
